A comprehensive plan with responsibilities and due dates is needed. The condo and multi-dwelling units provide mainly an evening population. Unfortunately few businesses can survive with such a small demand pool. Who are the demand generators during the daytime? Targeting businesses, occupied offices and corporations that bring people into downtown during the daytime will double the business demand.
